Job Summary
This position reports directly to the Chief of Police, and will oversee the Financial and Contract Management Division, Fleet Division, and the Quartermaster Unit. This position has overall responsibility for managing the Police Department's operating and grant budgets.

Overview
The Assistant Director – Police Administration serves as a senior executive responsible for the strategic planning, operational oversight, and fiscal integrity of the Dallas Police Department’s core administrative and business functions. This position provides executive leadership over department-wide budget development and financial management, grant lifecycle administration, procurement and contract compliance, quartermaster operations, fleet management, and strategy implementation and performance measurement.
This role manages complex, interconnected operations with significant fiscal accountability, regulatory compliance requirements, and high public visibility. The Assistant Director ensures effective stewardship of multimillion-dollar budgets and department-wide systems supporting the Dallas Police Department while aligning departmental operations with City leadership priorities and public safety objectives.
This position provides strategic leadership and executive oversight while remaining actively engaged in day-to-day operational matters, when necessary, particularly in areas involving fiscal accountability, compliance, time-sensitive decisions, and high-impact departmental initiatives.
Essential Functions
1 Provides executive oversight and accountability for assigned functions through subordinate managers and supervisors.
2 This position provides strategic leadership and executive oversight while remaining available to engage in escalated operational matters when necessary, particularly those involving fiscal accountability, compliance, time-sensitive decisions, and high-impact departmental initiatives.
3 Provides executive oversight of the Strategy Management Office through subordinate management to ensure effective coordination, tracking, and execution of departmental priorities and initiatives.
4 Leads cross-functional coordination with City departments including Budget & Management Services, Human Resources, Procurement Services, City Attorney’s Office, Information Technology Services, and the City Manager’s Office.
5 Directs the development, execution, monitoring, and reporting of departmental operating budgets, including oversight of department-wide financial systems supporting the Dallas Police Department.
6 Oversees financial forecasting, expenditure controls, cost-benefit analysis, and long-range financial planning.
7 Ensures compliance with City financial policies, state and federal regulations, and audit requirements.
8 Provides executive accountability for departmental travel, P-Card, and related reimbursement programs, ensuring compliance with City Administrative Directives, grant requirements, and audit standards through subordinate managers.
9 Provides executive oversight of the full grant lifecycle, including application development, budget alignment, compliance monitoring, reporting, and closeout.
10 Ensures adherence to federal, state, and local grant requirements and coordinates responses to audits and monitoring reviews.
11 Provides executive oversight and accountability for procurement planning and contract administration, carried out through subordinate managers and in coordination with City departments, ensuring compliance with City procurement policies, transparency requirements, and applicable laws and regulations.
12 Mitigates financial, operational, and compliance risks associated with complex contracts and vendor relationships.
13 Provides executive oversight of fleet management strategies, asset lifecycle planning, and vehicle deployment models.
14 Oversees quartermaster operations to ensure effective inventory control, equipment readiness, and logistical support for sworn and civilian personnel.
15 Provides executive oversight of capital asset and lifecycle management, including fleet, specialized police equipment, and inventory systems, ensuring operational readiness, fiscal efficiency, and long-term sustainability through subordinate management.
16 Provides executive oversight of the Strategy Management Office, including supervision of the Implementation Manager, to ensure effective coordination, tracking, and execution of departmental priorities and initiatives.
17 Coordinates strategy implementation activities with designated planning and operational units across the Dallas Police Department.
18 Engages directly in operational matters as needed to address urgent issues, resolve escalated concerns, and ensure continuity of critical administrative services.
19 Provides guidance during time-sensitive incidents, audits, system implementations, and high-impact operational decisions.
20 Represents the program area at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees; testifies at hearings, trials, and legislative meetings as appropriate.

Experience
Eight (8) years of experience in law enforcement administration, public administration, financial management, grants administration, procurement, or contract management, including at least five (5) years of supervisory or leadership experience.
Licenses and Certifications
None required.
Education
Bachelor’s degree in Public Administration, Business Administration, or Finance related field.

Salary Range

$119,870.40 - $149,822.40

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
