About the position

Mission Technologies division of HII is a growing, dynamic, and innovative organization at the forefront of the aerospace and defense sector. We are seeking an experienced and strategic-minded Director of Program Excellence to lead our Program Excellence function, reporting directly to the division Chief Operating Officer (COO). As the Director of Program Excellence, you will play a pivotal role in enhancing the overall program management capabilities of Mission Technologies. You will be responsible for providing overall subject matter expertise on integrating and coordinating all facets of program management in a Government Contracting environment. This includes implementing, evolving, and sustaining program excellence policies, standards, procedures, tools, training, and reporting across our enterprise aligned with industry best practices and organizational goals. You will contribute to the consistent delivery of successful programs, fostering a culture of excellence, and enabling effective decision-making at all levels. Responsibilities

  • Guide the profession of program management within Mission Technologies providing subject matter expertise on best practices, industry standards, and consistent implementation of program management methodologies across the division.
  • Represent program management equities while collaborating with other division functions to enable and promote integrated and mutually supportive fulfillment of regulatory, corporate, and division requirements for business operations.
  • Collaborate with line organizations to understand and represent their program management needs and priorities when identifying areas for improvement and innovation within program management and adjacent supporting functions.
  • Develop, promulgate, continuously improve, and train program management standards, methodologies, policies, processes, tools, and best practices to ensure consistent delivery of high-quality programs throughout the enterprise.
  • Coordinate and communicate changes to existing and publication of new Program Excellence artifacts across the enterprise ensuring their consistent availability for all employees.
  • Manage and directly oversee the division-level Program Excellence Quality System Reviews (QSRs) to ensure line organization compliance and proper implementation of applicable Program Excellence standards.
  • Maintain a collaborative Program Management Community of Excellence to enable project/program managers of all levels to solicit advice, leverage lessons learned, share concepts and suggestions, build community, and enhance overall program management professionalism across the division.
  • Assist the COO with tracking, reporting, and recovery of programs in difficulty in accordance with the division “Red-to-Green” policies and procedures.
  • Provide expert guidance and mentorship to program managers, enabling them to navigate complex challenges and deliver successful outcomes.
  • Foster a culture of continuous improvement by analyzing data, soliciting feedback, and implementing strategies to enhance program management practices.
  • Coordinate division Program Excellence initiatives across the HII enterprise and ensure compliance with all corporate policies and procedures.

Requirements

  • Minimum 10 years relevant progressive experience and Bachelors degree; 8 years relevant progressive experience with Masters; or High School Diploma or equivalent and 14 years relevant progressive experience.
  • Demonstrated track record of successfully managing complex programs as the Program Manager with a minimum two (2) years successfully managing a program greater than \$20M in annual revenue.
  • Demonstrated experience interacting successfully with key business functions involving finances, contracts, talent acquisition, subcontracts, procurements, and security.
  • Strong understanding of industry best practices, project management frameworks (i.e., PMBOK and CMMI) and familiarity with Agile and Scrum.
  • Exceptional communication and interpersonal skills, with the ability to collaborate effectively across teams and influence stakeholders at various levels.
  • Highly proficient in writing, presentation, data analysis and reporting, with a keen attention to detail and accuracy.
  • Strong fluency with Excel, program scheduling techniques and applications, and other common office application suites required.
  • Current PMP or PgMP certification from Project Management Institute® or ability to renew lapsed certification within ninety (90) days of hire.
  • Travel of up to 20%

Nice-to-haves

  • Master’s degree preferred.
  • Experience establishing program management standards, methodologies, and procedures.
  • Experience with proposal development, pricing, and capture activities a plus.
  • EVM Control Account Manager experience is a plus.
  • Prior experience in designing and conducting training.
  • DoD or equivalent secret security clearance or higher.
