Air Transport Arrangements

  • Conducting analysis and research on international aviation policies, market trends, and emerging issues to provide insights and recommendations for the development of the strategic positions and policies related to air transport.
  • Facilitating the negotiation and implementation of air transport arrangements by preparing position papers, coordinating meetings with relevant stakeholders, and ensuring compliance.
  • Prepare reports on economic and diplomatic factors  which impact on  negotiations  air transport arrangements with UAE’s current as well as prospective bilateral partners.
  • Planning the annual prioritization of countries and ensuring that in the undertaking of negotiations on air transport arrangements, all relevant documentation and compliance is ensured. Develop and prepare the ASAs, MoUs, record of discussions, working papers, presentations and all other related air transport documentation based on the line manager requests
  • Ensure a proper execution of the constitutional (Statutory) process and requirements in coordination with  for the Cabinet endorsement, as relevant to  agreed Air Services Agreements. .
  • Manage and Maintain the relationship with local and international stakeholders, for the purpose of supporting the UAE’s open sky policy and facilitate air transport activities.

Project Management 

  • Undertake effective collaboration with relevant Project Managers to support the review of initiatives as well as to ensure compliance with defined regulatory and safety standards.
  • Manage and participate in Air Transport projects and other special projects, as assigned. 

Policies, Systems, Processes and Procedures

  • Develop policies systems, and processes for management approval in the area of innovation so that all relevant procedural requirements are fulfilled.

Reporting

  • Ensure that all functional reports are prepared timely and accurately and meet GCAA requirements and quality standards.

Health, Safety and Environment within GCAA 

  • Ensure compliance with all relevant health, safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude as per IMS available standards

Other Tasks/ Accountability 

  • Perform additional tasks relevant to the role / area of expertise as requested by the management to be able to achieve the objectives/commitments.

 

5. JOB CONTEXT:

  • The job supports the GCAA Vision, Mission, and Strategy values and demands up-to-date knowledge of ICAO and international legal instruments, national civil aviation legislation, policy, and regulations.
  • The job holder participates in different committees, panels and working groups. 
  • The job holder works with a range of internal departments and external service providers to fulfil these activities.

 

6. FRAMEWORKS, BOUNDARIES AND DECISION-MAKING AUTHORITY

  • The job holder reports to the Senior Director, Air Transport Department.
  • The job holder is expected to work within the confines of the GCAA Authority Matrix Manual 

 

7. KNOWLEDGE AND EXPERIENCE:

  • Preferably a degree from a University/College or professional qualification in International Relations or relevant with 5 years’ experience or as defined in the JD matrix
